The texts from Vulsearch are purely texts without notes. I had asked the author of Vulsearch a number of years ago about his texts and he wasn't aware of any copyright issues with any of his them aside from the Nova Vulgata. He also makes public the updates so people can grab the updates.txt file. As far as I'm aware, there shouldn't be any problems with either the Vulgate or Douay-Rheims.
