of public domain - read his license document.
My concern, given his confused understanding of what PD should mean, is
whether the actual text is indeed free for use. There are a couple of
copyrighted Korean texts about which appear occasionally with a claim of
being free.
What you would need to do is to investigate the actual text and figure
out its status - irrespective of the website's claims.
