Have you not seen http://crosswire.org/ftpmirror/pub/sword/utils/win32/ ? It's already been mentioned here before in this discussion. It includes up to r2436. I don't know if that includes the encryption or not. Although, as far as I know, the osis2mod binary with Xiphos should include encryption, as USBINARY has always been defined for that. At any rate, this sort of goes around the point I was trying to make, which is that the initial request was for binaries of BibleCS, not for the utilities.
