Some Bible translators use a workaround when editing USFM files for locations where they would otherwise have used http://en.wikipedia.org/wiki/Guillemets Guillemets .
They sometimes type "<<" in place of "«" and ">>" in place of "»". Likewise, they may type "<" in place of "‹" and ">" in place of "›".
