I don't think it is just the paragraph tag. I'm thinking it is the "pre-verse" material. We are now handling it differently. Take a look at Psalm 3 where it has pre-verse material.

In the past, we only marked the title element as pre-verse. Inter- verse elements such as <p> and <div> were appended to the prior verse. Now they retain their original position, and along with titles are marked as pre-verse (by putting them into a pre-verse milestoned div.)

Anyway, it looks like it is a bug in the engine that we need to fix. I'm working on building the ESV with the current osis2mod and putting that into beta. That should be a good test as it has paragraphs just like you have.

My recommendation in the meantime is to build with an earlier version of osis2mod if you want to use it right away. And with the current if you can wait till the bug is fixed.
