Please do not forget there is a second mechanism for alternative canons - the GenBook Bibles, which allows completely arbitrary ordering of books, chapters and verses. It appears that this is largely implemented, but not completely. My suggestion would be that one-offs like the one you describe will have to wait until GenBook bibles are completed.
