This file is shipped by the upstream (zlib) in the contrib directory, saying in README.contrib file that it's unsupported but was contributed to the project. Debian zlib package is repacked to comply with DFSG and this file has been left there (including the whole contrib folder). From zlib license it's obvious it is compatible with GPLv2. The README.contrib says the untgz.c was a "contribution".
