I believe you are confusing the footnote content of NETtext -vs- NET -vs- NETfree. NETtext is the text-only instance of NET Bible, without the footnote content. It is expected that the user will also install NETnotes or NETnotesfree as a commentary, in which case the footnote content in the Bible module is just the footnote number reference to the associated commentary. I.e., this is normal for NETtext.
