There are 3 major bugs reported against osis2mod:

Any chance these can be worked on or are already done?

I encountered API-14 and API-22 yesterday and it appears that MOD-31 may be fixed (I downloaded  sword-devel-1.5.8-1.rhel4.i386.rpm from bibletime and it did not seem to have the problem. The windows build in the utilities directory still does.)

My work around for API-14,22 is to use xsl to replace surrounding <p> with <lg><lb/></lg> when the paragraph is closed. (What an ugly hack! Fortunately it is temporary.)
