No. CCEL is the only group that I know of who do ThML to OSIS conversion, and they use XSLTs, I believe.
Would thml2gbs do it? Only that I don't have it in my Debian install.
Again, there's no such thing.
If your real question is how to convert a ThML document to a Sword module, the answer is: use xml2gbs.
