I'm working on some fairly major changes to osis2mod. The existing versions of osis2mod are not very robust. As soon as I have something decent, I will post a Win32 binary.

Until then, as Martin suggests, you should definitely encode using OSIS.

Try osis2mod, it works pretty well. Imo OSIS is better as it is a
standardized format. Also, it allows you to have markup in the text.
