You're trying to be too sneaky.
If you just unzip the KJV.zip into Program Files/sword/books/ you will get a working module.
To do it manually, like you've tried, you should copy
${WINDOWS_INSTALL}/mods.d/kjv.conf to
${PDA}/Program Files/sword/books/mods.dand
${WINDOWS_INSTALL}/modules/texts/ztext/kjv to
${PDA}/Program Files/sword/books/modules/texts/ztext/kjvand
DON'T EDIT any .conf files.

We do have a PocketPC port in the works, but it is not public yet and not near complete in supporting all the SWORD engine functionality like QPSword.
