Daniel might be better able to explain how to install these resources from the versions that ship as part of the Sword package, since he did all of that work.
It sounds as if there's no problem with BibleTime, it's just that you don't have our ICU data installed. The official distribution of ICU isn't especially useful to us for transliteration since it has so few useful transliterators for Biblical languages. It's best to either use icu-sword from CVS or to copy the source/data/translit directory from it over the one from the official distribution, then re-build the data library.
