I would say PocketPC in general ought to be the target. But if you're going to get us as far as PocketPC 2002, I don't think it should be that much of a problem for someone else to get it running on the original. There wasn't that much difference, was there?
WinCE pre-3.0 should not be a target though. These devices are too limited and no longer on sale, so it's probably not worth the effort.
