The whole matter are things like:

<q>aaa<q>yyy</q>zzz</q>

Using <q> here allows software to automatically choose inward and outward
quote marks. So, e.g. if a man will delete <q>yyy</q> the software will
automatically change the outward quote marks (while a man can forget to
change these outward marks).

So <q> is a good thing.
