First, I fail to see why this can't be handled entirely in a book names locale file. Is there a problem with the apostrophe? But also, I don't think this is an issue at all for either the library in its current framework or for locales. Locales are language-specific. This issue is translation-specific. If we an option for texts to self-specify book names, this would come in to the picture, but we don't have that now.
