Yes, but remember this is for technical meta markup of Biblical texts, a
'"' character ignores any meta information.  Ideally, a quote might
actually have all kinds of attributes:

<Verse>Text for <Quote SPEAKER="John" AUDIENCE="Jane"
HISTORICAL_PRESENT="yes">a verse</Quote></Verse><Verse><Quote>text for
the </Quote>next verse</Verse>
