Isn't that already the case for some providers? I always tell customers if you 
use Speedtest, the only thing you're measurement is going to tell you is: How 
fast is your Link to Speedtest (or whatever you use). This, most of the time, 
does not reflect any real-time scenarios...

AFAIR, we do already have this situation with UPC....

In the end... if you choose the wrong provider (especially as a service 
provider) and find out later you're in for some massive work (renumbering, most 
of the times). I am currently evaluating new links here since we're going to 
have FTTH soon. For private users it's relatively easy to change.

Most of the time, the end-customer unfortunately won't really get what's wrong 
anyways. "I'm with <put big provider here> so it must be good" is what I hear 
quite often.
