merge: pluto: only apply ipsec.conf logging once started
not part way through parsing command line options
close #2161 apply config setup debug options to the real logger; and
--debug options to the stdio logger

ipsec pluto: only enable --config <file> debug options after switching log
This way debug options passed on the command line aren't
overriden by ipsec.conf.
ref #2161 apply config setup debug options to the real logger; and --debug
options to the stdio logger

optarg: add OPT(), RENAME_OPT(), OBSOLETE_OPT, and HEADING_OPT() wrappers
Use in whack and pluto (and give pluto's usage() some headings).
