CRLs: implement `ipsec fetchcrls` using the event loop
As a bonus, whack should remain attached to pluto while
the entire fetch is being performed.
close #2100 ipsec fetchcrls causes no real action

whack: add enum whack_command, dispatch command using a table
Use to reimplement `ipsec fetchcrls`, `ipsec rereadsecrets`,
`ipsec rereadall`, `ipsec rereadcerts`.
ref #2109 merge standalone whack commands in to an enum / dispatchable table
