ipsec.service: remove unnecessary config check
Config check happens at wrong stage and doesn't prevent restarting
with invalid config. Also addconn logging has been fixed so output
is now in log.
Fixes: drop ipsec checkconfig from linux OR make other rc scripts consistent
with systemd (Issue #2072)

Fixes: systemd sends SIGABORT in as pluto slow to shutdown (Issue #2099)
