system: move the two popen() wrapping functions to server_run.[hc]
- from kernel_ipsec_interface_ifconfig.c move run(const char *argv[])
as server_runv()
- from updown.c move invoke_command(const char *) as server_run()
they should probably be merged, and should be run in the
background; later
