ikev1: drop redundant uninstall_v1_ipsec_sa() when quick mode fails
was calling teardown_ipsec_kernel_policies() and then returning
STF_v1N. STF_v1N was then calling connection_delete_child()
anyway.
(other path is STF_INTERNAL_ERROR, for that, let expire clean
up mess).
