It may be good to have kernel option for that I think. As we target embedded market it is good to have things pluggable. Example: I able to fit freebsd kernel and minimalistic world to 2MB flash device (compressed). But I think if some code added I unable to fit anymore. But I agree that ROM memory is almost free, however some ASICs has this memory only and you may have no space for external chips on PCB.
