This breaks the build of kernel configs without IPSEC_SUPPORT (some of the configs in tinderbox). I've put a change up for review at D25059. I haven't just committed it outright because it is a bit different model (though I think a better one) of using KERN_OPTS (the list of kernel options enabled) to control which modules to build rather than MK_FOO variables.
