Not sure how often is too often, but there were 35 of them, which is
approximately 1.5% of fortunes-o, so even with a fair random generator,
they'd show up quite often.

As an aside, I'm not sure if the presence of them is meant to offend
liberals or conservatives because regardless of your affiliation they
are pretty hilarious.
