I strongly disagree that this is a proper place for this file,
the system can run totally fine with out services_mkdb, it
however has many problems without /etc/services.

Likewise for /etc/protocols.

Much more thought needs to go into the process of
relocating this file.

Putting a review up, invinging only your mentor, and commiting the change
in less than 5 hours pretty much defeats the whole purpose of reviews.
