Here's how to do it on Linux. To get the sound of web browsers (including Chrome/Chromium), I use the Pulseaudio sound server, installed by default. I also use the jackd sound server with the pulseaudio module for jackd. There's a few ways to record the output of a jackd application; I prefer qarecord because of its user interface.
