Ooh! Is there no https://www.seamonkey-project.org/releases/seamonkey2.49.5/
release notes yet? So we will have an official 64-bit version for 2.49.5?
Yes for both Linux and Windows. We did fully localized versions for all still
translated languages.
Will this break anything like extensions and plugins that are 32-bit?
As with Fx the x64 will only support Flash (which I hope no one installs any
longer) and for Windows needs Windows 7 and up. Lightning is included and I am
not aware of any relevant other add-ons which need separate x86 and x64 versions.
Release notes will be up with the final. They are here but somewhat cryptic
because it is a diff against the website:

A build 3 should be up soon with a minor bugfix for the lookout add-on and
chatzilla language pack (linux and macOS).

We found a minor problem with the Linux chatZilla language pack and decided
to do a build 3. It will also contain a small fix to make the latest version
of the lookout add-on compatible. RC2 should be fine for everyone.
If you want to use the Windows x64 version please deinstall the old 32 bit
version first.
