all of the above load up as WESTERN on the other computer .

Interestingly (and unfortunately), for Seamonkey 2.49.4, I am facing exactly 
the opposite of your problem,
meaning that every e-mail is initially displayed as Western, even whether it 
declares its contents to be UTF-8 in its header.

So I am having to manually select View -> Text Encoding -> Unicode for *every* 
email that I open, which is a pain in the a**.

Does anybody has any ideas beyond tweaking settings in the Preferences menu ? 
So far none worked for me.
