You're right, the composing itself is in HTML. But the sending process will change it to plain text by default.

Edit > Preferences > Mail & Newsgroups > Send Format in my SM 2.49.1.



My setting is plain text and HTML, but the message appears in plain text. I would expect to see the HTML version.

Are you sure there is actually any HTML fomatting in the message? Edit - Preferences - Mai & Newsgroups - Send Format.  Look at the bottom check box "Automatically send the message as plain text ..."
