Uncheck "Let SeaMonkey manage..." and set the value to zero.

Logically, I can't imagine how something that isn't running could affect anything else, but I'll leave that one to the experts.

I don't know which cache is disabled by this setting. When you delete the local profiles directory, more then one cache is deleted!
