I've been doing this for years on WXPSP3 and had to figure out how to do it 
with W8.1Pro
I copied profile.ini to the default windows user profile that gets created for 
each new windows user.
WXP:   C:\Documents and Settings\Default User\Local Settings\Application 
Data\Mozilla\SeaMonkey\profiles.ini
W8.1P: C:\Users\Default\AppData\Roaming\Mozilla\SeaMonkey\profiles.ini
        [General]
        StartWithLastProfile=1

        [Profile0]
        Name=default
        IsRelative=0
        Path=V:\Public Profile\<original-XP-username\cqofskwf.slt
        Default=1
Then copy that tree to every existing windows user's profile where you want it 
to look the same.
I did have to modify all the Mail and News accounts to use the same Local 
Folders in Copies and Folders.
and I set Local Folders to be in V:\Public 
Profile\<original-XP-username>\Mail\Local Folders
