The HTML specifications require images must have alternate text.  For
individuals who have a visual handicap and who therefore use an audio
browser or E-mail application, the application "reads" aloud the
alternate text.

Lacking alternate text in HTML-formatted E-mail messages might be a
significant cause of the fact that such messages contain, on the
average, 6 HTML errors per 1000 bytes of file size.
