This is already a SeaMonkey capability.

1.  On the menu bar, select [Edit > Preferences].

2.  On the Preferences window, select [Browser] (generally pre-selected
when the window opens).

3.  In the "Display on" selection list, select the down-pointing
triangle and select "New Tab".

4.  Under "Display on", select the "Home page" radio button.

5.  Select the OK button.
