Correct.
I ran the following test:
1) I copy/pasted the source code of your message into Notepad and saved
it as plain text. I then deleted the string "; format=flowed" and saved
that as plain text, leaving everything else intact.
2) I renamed both files with the .eml extension.
3) I opened each file in SeaMonkey, and the first one did not wrap but
the second one did. SM ignored the EOL marks in the first file with the
"format=flowed" setting and honored them in the second file without it.
