I had that problem.  Here is my work-around:

1.  Using the Password Exporter extension in SeaMonkey 2.26.1, I
exported all my passwords to a CSV file.

2.  I deleted all my passwords.

3.  I deleted my master password.

4.  I removed the Remember Passwords extension.

5.  I updated to SeaMonkey 2.35 (the latest version available when I
finally decided to abandon 2.26.1).

6.  Using the Password Exporter extension in SeaMonkey 2.35, I imported
my passwords from the CSV file.

7.  I set my master password.

If you do not already have Password Exporter (from
<https://addons.mozilla.org/en-US/thunderbird/addon/password-exporter/>)
installed, you will have to download it and convert it for SeaMonkey
compatibility at <http://addonconverter.fotokraina.com/> before
installing it.  Whenever I update SeaMonkey, I copy all my profiles into
my <save SM profiles> directory; this can be very important if I have to
revert back to a prior version of SeaMonkey.
