So I think the answer is yes.

I use ABP, and the SM process often consumes 1.5-2.0 GB
(I have 20-30 tabs open.)

2.38 seems very good on memory usage so far on my end (OS X 10.11). I use µBlock origin, so the fix does not affect me, but I've been writing a paper today with around 20-30 tabs open (including google docs, long wiki-like pages, youtube videos, etc.) and I only just reached 1GB memory usage, which is really nice (I also run /a lot/ of various addons). I have noticed some regressions when it comes to the html5test, but the regressions seem to be on their end as features like MediaSource extensions and the like all seem to be working, despite the feedback that the site is giving.
