What do you mean, exactly?

If you want to know if there is a feed available for the page you are
visiting with the browser, no add-on is necessary -- the orange feed
icon will appear in the URL bar.

If you want to be notified that a new article is available on a feed...
well, that's also built-in to the feed reader.

If you want to be alerted that there is a new feed available *somewhere*
in the world, I think that's unfeasible -- there are literally thousands
of feeds being created every minute.

If it's something other than that... I have no idea what it could be.
