It was suggested that I look at MozBackup

That does a nice backup/restore of your profile - or major
sections if desired.
It is not intended to address my problem of housecleaning my
prefs.js file.
One suggestion was "... start by creating a new, blank
profile, so you can get a "blank" user.js and prefs.js .
Then get a file-compare tool and run a comparison with your
current ones."
I generally followed that advice after reading

I renamed prefs.js to BACKUPprefs.js .
Started SeaMonkey and used Edit->Preferences to conform to
my wishes.
Shut down SeaMonkey.
Rebooted my computer.
Created an empty user.js in the appropriate profile directory
Edited that user.js by adding all the lines from
BACKUPprefs.js beginning
user_pref("mail.
OR
user_pref("mailnews.
OR
user_pref("news.
Started SeaMonkey.
Shut down SeaMonkey.
Deleted user.js .
