I do not see %locale% in the about:config entry.  However, it would be
the indicator of the localization of your version of SeaMonkey.  Since
the source of your message contans the header
        X-Newsreader: Forte Agent 1.93/32.576 English (American)
I would guess %locale% is either US or en-US.
