The basic problem is that too many so-called Webmasters really do not
know what they are doing.  Even their own Web pages that promote their
business contain HTML and CSS errors.  See my
<http://www.rossde.com/internet/Webdevelopers.html>.  They certainly
will not follow anyone else's "best practices".
