When you shut down SeaMonkey, does it actually terminate, or just hide?

I've occasionally seen programs (most commonly IE, but occasionally SM) do this on my WinXP machines. If you look at the process viewer in the Windows Task Manager (hope they haven't done away with that in Vista) and there is still a seamonkey.exe process running, the program will not launch again until you force it to close ("end process").
