there is a problem with schema resolution in version 1.15.0 that appears when environment variable SUMO_HOME isn't set correctly. The easiest solution is to upgrade to version 1.16.0 which is scheduled for release on the Jan 31th Until then you can set option "--xml-validation never" as a work-around. (or make sure SUMO_HOME points to the root directory of your SUMO installation).
