Hi, the file you opened in github is not a tutorial, but a network file. If you don't specific tell sumo not to create internal edges with the --no-internal-links option, then the network will add internal edges per default. You don't have to create them manually. See internal_links<https://sumo.dlr.de/docs/Simulation/Intersections.html#internal_links> for information about simulating with/without internal edges or links.
