They should usually be unit vectors in the sphere. (Sometimes I think the length is <>1, but conceptually it should be 1. Use normalize() in doubt.)
When used as screen coordinates, it's x/y directly (I think), or viewport-related. But this is a different transformation and should be documented. G.
