Hello!

I would like to have a cylindrical projection along the horizon which does
not require that the horizon (if you want it straight) is in the vertical
center of the screen, but lower, so that more sky is visible while still
having some of the ground visible, altitude range e.g. -5...20 degrees,
just with a straight horizon. I think several projections could benefit
from this.

This would require some offsetting of the viewport center. There is a
class StelViewportEffect, would I have to subclass that, or make a variant
of CylindricalProjection, or is this even available already? There are
some traces of config.ini entries which hint at this functionality having
been available already in earlier versions.
