Yes, you can just copied other plugin (or just write new code). On our
wiki have article about creating new plugins. We only have a few
plugins and we have not thought about creating a designer for them
before.

Unique and persistent identifier for any objects are designation
(name), but some stars stored without names. Names for stars limited
by Hipparcos catalog.
