You can have a issue with a RC 16 (No path to endpoint) for multiple
reasons, not just if STAFProc is not running on the endpoint you are
trying too ping. The description of RC 16 is provided via the STAF HELP
service as follows:

Description: No path to endpoint
Details : This indicates that STAFProc was not able to submit the
request
to the requested endpoint (i.e. target machine). This error usually
indicates one or more of the following:
1. STAFProc is not running on the target machine.
2. The requested endpoint is not valid.
3. The network interface or port for the requested endpoint is not
supported.
4. A firewall is blocking communication via the port for the requested
endpoint.
5. A secure network interface is being used to communicate to a machine
that
doesn't have a secure network interface configured with the same
certificate.
Alternatively, you may need to increase your CONNECTTIMEOUT value for the
network interface and/or increase your CONNECTATTEMPTS value in your
STAF.cfg file.
In addition, see section "3.1.3 Explain RC 16 when attempting to send a
STAF request to a remote machine" and section "3.1.4 Why can't my STAF
machines communicate?" in the STAF FAQ for more reasons you may be getting
an RC 16 on a STAF PING request to a remote system.

Subject: [staf-users] STAF ping problem
Hi guys,
I have a group of machines installed with STAF, but there's a problem that
they can not staf ping through to each other now and then(e.g. especially
when VIOS is connecting to AIX, error return code is 16), which blocks my
work. Does anyone ever encounter with this problem? Or is any one in this
group a member of the STAF team? I will appreciate that if someone gives
me the answer or an email address of the STAF team. Many thanks!

STAF is normally running on each machine.
