No, nott if you are running only one instance of STAFProc on the local
machine where you're waiting for STAFProc to start because
STAXUtilWaitForSTAF is a STAX function and STAX won't be running on the
local machine if STAFProc isn't running on the local machine. However, if
you ran two instances of STAFProc running on the local machine, then a
running STAFProc instance could use this function to wait for another
STAFProc instance on the local machine to start.

activate? That is to say, can this util be used to monitor activating its
